Dear Ministers of the Mexican Cabinet,JCC-M Diaz

It is with great honor that I welcome you to the Mexican American War: The Eagle’s Destiny at Harvard National Model United Nations 2011. My name is Rodolfo Díaz and I will be the director of this committee. As President José Joaquín de Herrera, I invite you to guide Mexico through one of the darkest and most turbulent chapters of it history.

Putting aside the formalities, I would like to present myself on a more personal note. I was born and raised in beautiful San Juan, Puerto Rico and have a natural love for sunny days at the beach. On my free time, I play soccer and tennis with my friends or just enjoy the vibrant nightlife at Old San Juan. Moving on to my life at Harvard College, I am currently a sophomore and plan to concentrate in Government with a certificate in Latin American Studies. My love for Model UN and international relations is inextricably linked with my personal life experiences. As a native born Puerto Rican, I have been exposed to the interaction of distinct cultures throughout all my life. The fondest memories of my childhood include not only sunny days at San Juan, but also witnessing snow for the first time in Minnesota, living among skyscrapers in Chicago, and being left in awe by the Lincoln Memorial. At Harvard, my extracurricular life revolves around the International Relations Council. I am an Associate Editor for the Harvard International Review, a Deputy Director for ICMUN, our traveling team, and a Director of Substantive Support for Harvard Model United Nations 2011.

The committee shall begin on December 7, 1844, the day I, José Joaquín de Herrera, assume office as President of Mexico. As a member of this cabinet, you will have the opportunity to direct Mexico through crisis-ridden times. Little more than two decades have passed since independence, the nation is still deeply divided and must face increasingly real threats from our northern neighbor, the United States of America, and disgruntled European Imperial Powers. The challenge of creating a strong Mexican state to weather such a storm is not an easy one, but destiny is calling and the fate of our nation is in your hands. Moreover, you will have the opportunity to participate in HNMUN’s first Bilingual Joint Cabinet Crisis. The Mexican cabinet will be run completely in Spanish, much to the envy of your fellow delegates, you shall have the opportunity to enjoy a true crisis simulation.

Mi propósito como su director será hacer un punto claro: no son fuerzas arbitrarias las que determinan el rumbo de nuestras naciones, si no las decisiones que toman sus líderes. Si el águila Mexicana se alza nuevamente a la gloria y retoma su justo lugar en este Nuevo Mundo será solamente porque así tú y los demás patriotas que componen a este gabinete, así lo han hecho.

Topic Area: Towards a True Independence

Little more than twenty years have transpired since independence. Although we have broken the shackles that once enslaved our people and expulsed the Spanish overlord from our domains, the specter of imperial dominance still lingers as an all too real threat to our nation’s future.  The age of imperial expansion is at its apogee and the incredible riches of our young nation are a great temptation to all those who would desire to fill their coffers and expand their colonial holdings. If this were not problematic enough, internal divisions threaten to destroy the precarious union we have established, while impeding the formation of a strong Mexican state that could serve as a bulwark against imperial depredations. Already we have suffered incredible setbacks due to the ineptitude of past leaders, while the lack of a national consensus has rendered our governments largely ineffective.

This cabinet will be asked to go above and beyond the call of duty. If the Mexican eagle is to rise proudly to its rightful place in this New World, then this body must strive to create a united nation-state, capable of fending off imperial predators and defusing the internal divisions that have threatened to tear our nation apart at its seams. The cabinet’s first task is state building, creating a central authority powerful enough to enforce the rule of law and preserve national sovereignty no matter the threat that other powers may pose. While doing so, it must confront the difficult task of national consolidation, that is uniting the Mexican people under one banner and putting ideological identities to a side in matters relating to this nation’s very survival. In this sense, Liberals and Conservatives alike must find a way to advance their own ideologies without undermining our nation’s security and this governing body’s legitimacy. As we have learned in the past, the capricious tendencies of imprudent leaders have cost this nation too much blood. Rebellious forces are mobilized as we speak in the province of Texas due to such injudicious governance. We must tread lightly and employ all the diplomatic tactics that we have at our disposable to avoid a costly war and prevent the usurpation of our lands. Furthermore, we must look carefully towards our northern neighbor. The United States of America, although a past colony like ourselves, has its own political agenda and the development of a strong Mexican state is not on it.

Destiny shall not determine the fate of our nation; the actions taken by this cabinet will define the course of history. Each and every member of this body will have a definitive role to play in the struggle to come. Adequate measures must be taken to resolve the internal conflicts that plague our nation if we expect to provide adequate deterrents to unjust invasions. Alliances must be forged and a consensus reached on the overall direction that our country must take in this new period of its history. Let us march together as a glorious and unified Mexican nation and lead our people towards a true independence.

Tema: Hacia una verdadera independencia

Poco más de veinte años han transcurrido desde nuestra independencia. A pesar de haber removido el yugo colonial que mantenía oprimido a nuestro pueblo y haber expulsado al conquistador español de nuestros dominios, la posibilidad de una nueva dominación imperial persiste como amenaza real contra nuestra libertad nacional. La edad de expansión imperial se encuentra en su apogeo y las riquezas de nuestra joven nación presentan como un tesoro atractivo para todos aquellos poderes extranjeros que desean llenar sus arcas y ampliar sus posesiones coloniales. Si esto no fuera lo suficientemente problemático, las divisiones internas amenazan con destruir la unión precaria hemos establecido y a la vez impiden la formación de un estado mexicano poderoso que podrían servir como baluarte en contra las depredaciones imperiales. Ya hemos sufrido reveses increíbles debido a la ineptitud de pasados líderes, mientras que la falta de un consenso nacional ha hecho inefectivos los intentos de gobernar a esta nación.

A este gabinete se le pedirá que actúen como verdaderos héroes de la república. Si el águila mexicana ha de ascender con orgullo a su lugar legítimo en este Nuevo Mundo, este cuerpo deberá esforzarse por crear un nación unida y fuerte, capaz de defenderse de los depredadores imperiales y con el poder de remediar la divisiones internas que amenazan la supervivencia de esta república. La primera tarea de este gabinete es la construcción un verdadero estado mexicano, la creación de una autoridad central lo suficientemente potente como para hacer cumplir el Estado de Derecho y preservar nuestra soberanía frente a las amenazas que presentan otros poderes. Además, este gabinete debe enfrentar la difícil tarea de consolidar una identidad nacional: esto es poner las identidades ideológicas  hacia un lado para así poder unir al pueblo mexicano bajo una misma bandera y asegurar la supervivencia de los Estados Unidos Mexicanos. En este sentido, los liberales y conservadores deben encontrar una manera de promover sus propias ideologías sin poner en peligro la seguridad nacional y la legitimidad de este cuerpo gubernamental. Como hemos aprendido en el pasado, las tendencias caprichosas de líderes imprudentes le han costado demasiada sangre a nuestro pueblo. En estos momentos, fuerzas subversivas se movilizan en la provincia de Texas debido a políticas gubernamentales imprudentes. Debemos emplear todas las tácticas diplomáticas que tenemos a nuestro alcance para evitar una costosa guerra, pero si es necesario levantarnos en armas, será nuestro deber prevenir a todo costo la usurpación de nuestras tierras. Por otra parte, debemos mirar con cautela hacia el norte. Los Estados Unidos de América, aunque una colonia pasado como nosotros, tiene su propia agenda política y el desarrollo de un estado mexicano fuerte no está en ella.

El destino no determinará el futuro de nuestra nación; las medidas adoptadas por este gabinete definirán el curso de nuestra historia. Cada uno de los miembros miembro de este cuerpo jugará un papel esencial en la lucha que se avecina. Si esperamos desalentar las maquinaciones imperiales de nuestros enemigos debemos adoptar las medidas necesarias para resolver los conflictos internos que desestabilizan a nuestra nación. Los invito a forjar alianzas efectivas para forjar un consenso real sobre las políticas de estado que deberá asumir México en esta nueva etapa de su historia. Marchemos juntos como una nación mexicana gloriosa y unificada y llevemos a nuestro pueblo hacia una verdadera independencia.
