The year is 1985 CE and the SCP Foundation finds the world poised for the advent of an Eighth Occult War. Tensions between the United States of America (USA) and the Union of Soviet Socialist Republics (USSR) have lessened publicly since the election of Mikhail Gorbachev as the General Secretary. Certain radical elements across the union, however, have begun funneling resources towards Otdel Psikhotroniki Glavnoye Razvedyvatelnoye Upravlenie, better known as GRU Division ”P” (GRU-P). The Global Occult Coalition (GOC) has identified and informed the Foundation of the mass-production of anomalous ordinances and individuals similar to instances of SCP-7542 by GRU-P. The Cold War drove the Foundation to temporarily relocate its most sensitive and destructive of its assets to the non-aligned nations of the world — Egypt, India, and Indonesia — so the Foundation is less geographically tied to the USA than it once was. Still, there were significant concerns over GRU-P’s actions, and so on 27 February 1985 the O5 Council received a proposal to “Devote Foundation resources to the neutralization of GRU Division ‘P.’” This proposal found itself at a stalemate with a vote of six in favor, six against, and one abstention. Protocol thus determined that a summit of the lesser council (O4) be called to determine the outcome of the proposal. Many in the Foundation are concerned with the boldness of GRU-P, as a wide scale anomalous incident could constitute a Broken Masquerade Scenario, while others argue that a conflict with GRU-P would risk such a scenario with greater likelihood. With tempers in the Foundation running high, it is only a matter of time before conflict of some sort breaks out, possibly preempting GRU-P’s actions. It is thus up to you, esteemed members of the O4 Council, to guide the foundation through these turbulent waters.

Esteemed Directors of the O4 Council,
It is my pleasure to welcome you to the Summit of the O4 Council at the 71st iteration of Harvard National Model United Nations!
My name is Daniel Hochberg, a member of the Intercollegiate Model United Nations (ICMUN) team pursuing a degree in either Economics or Mathematics. I am a sophomore at the college originally hailing from Scarsdale, New York. At Harvard, I am involved in not only competing with ICMUN, but also staffing both our collegiate and high school conferences. When I am not busy MUN-ing, I serve on the board of Harvard Club Squash and work hard to try and join the varsity team as a walk-on. I am also involved in Jewish life on campus, serving on the board of the Chabad house.
O4 and the SCP foundation as a whole are characterized by chaos, creativity, and crisis response. This committee will live up to the ideas behind it, and delegates will be given their own chance to shape it. When all storylines have been written, humanity saved or destroyed, and unfathomable creatures contained, it will be up to the council to decide where to go next. Regardless, by the end of the weekend, so many rabbit holes will have been dove down that you won’t know which way is up.

Crisis Director’s Letter
Directors of the O4 Council,
I am pleased to welcome you all to your important summit at Harvard National Model United Nations’ 71st conference.
My name is Will Smith, and I will be your Crisis Director as you navigate the dangers and wonders of the SCP Foundation. I am a proud director of both of the Harvard International Relations Council’s constituent conferences. I am a junior at the college born and raised in and around Boston. At school I primarily study East Asian History with a secondary focus on Statistics. Outside of Model UN I am a proud member of the Harvard-Radcliffe Science Fiction Association. I spend most of my free time reading fantasy novels, playing games like Elden Ring or Hades, or [DATA EXPUNGED].
The O4 Council and its members do not have quite the sterling reputation that their superiors at the O5 Council do, but they are also not quite so far removed from reality as the unknowable Overwatch Command. In this committee we will see how normal, at least relative to others in the Foundation, people react to, defend against, and eventually contain the anomalous. The SCP Foundation is characterized by inventive solutions and absurd scenarios, both of which are part and parcel of any great crisis committee.
I hope you are all prepared for the wonderful committee we have in front of us, where we will answer such hard-hitting questions as: What is the real name of the forest outside normative space? Do you recognize the bodies in the water? And does the black moon howl?
